As far as I know o2 are the only uk network that implemented vvm and only for the iphone as part of their exclusive deal.
I would not expect o2 to support it on any other handset in the future.
There was an article written a few yeas ago about the other networks not even providing it for iphones.
All I suggest would be to write to o2 asking them if they have any plans to introduce vvm for other os's or do what the other networks suggest and use one of the apps that provide a similar service.

Wow, ok, so i read that article. There is a fair bit of information in there, unfortunately a fair bit of ranting as well. Don't get me wrong, i agree with him.
I on the other hand would expect o2 to support it on every other handset in the future.
I upgraded not two days ago - I researched quite considerably the HTC 8x to make sure it supported what I wanted; This was the offer I was given by the o2 representative (I upgraded online, so this was what was typed to me)
O2 Rep: You get unlimited calls, unlimited texts, 1 GB data, unlimited wi-fi through BT Openzone and O2 hotspot, free internet tethering and free visual voicemail for just £31 a month including VAT on 24 months contract with the HTC 8X on 24 months contract.
So this implyed that o2 support VVM on the wp8 specifically on the HTC 8x...

I would then speak directly to o2 about that misselling you can treminate your contract within 7 days no penalty.
Was that o2 rep on live chat etc do you have it in writing.
You could use the complaints procedure.

The problem there is that, although I see that as a misselling, i doubt anybody else does vvm for wp8, so there is no benefit for me to move (unless I am wrong?). What I would like is for them to tell me when they plan on implementing vvm for wp8.
The helpful chap I spoke to on the line earlier stressed that he was only first line and that he does not know about anything new coming into the system until he gets trained on it, usually two or three days before it happens.
I was kind of assuming as well that some o2 people frequent this community and could possibly get me an answer.

Well, I decided to have a chat with O2 again and this is what I got:
O2Rep: We are in loop with HTC and we are soon to start visual voicemail very soon in windows phone
scott: oh that is good news, are we talking weeks / months or years?
O2Rep: Can I take your preferred email address?
Scott: yes it's ...
O2Rep: I will personally notify on your email address when we start voicemail windows phone
