Error message 14 pairing new apple watch8

I have been trying for over 2 weeks now to pair my new watch 8 series to cellular 

m have deleted watch reset up and now when setting up cellular I get a message saying contact o2 error message 14

can anyone help as it seems a pretty frequent issue
