What really annoys me about that statement (not you, the article) is that they are taking the extreme case of slow v large. And not one quote from the residents if they actually care. BTW, reading the actual article on cable.co.uk site, its based on their speed checker that a few people used which may have had circumstances leading to a low speed.
So really its just a way of attracting traffic to their site as its a comparison site on which they get a commision of any sign up fee* but must be a slow news day.
