Ive just been changed to O2 and i am now in Portugal. Why cant I use my mobile data?

Are you still using the original SIM, @Lou12?
Check your phone is set to use Roaming Data, and if you have trouble latching onto a Roaming Partner, reboot your phone and manually select a network from the list.
You could also disable 4G Calling if you have it set, or manually step down from 5G or 4G to 3G and search for a network.
