If on Contract/Pay Monthly, yes, from your web version of MyO2, @mebius.

PAYG refunds only possible when porting out or switching to Contract from PAYG.

As mentioned above, @mebius -

Refunds are possible under some circumstances but usually only when cancelling a PAYG contract with a PAC to another network OR if you transfer to a monthly contract with O2.
