o2 masts....

After three weeks loss of my local mast in central British city I have been without o2 4G, or 3G, B/B. Why can a mast, in a city, on public land be down without repair for more than a couple of days? Do engineers exist and do they have spare parts to repair masts? Why do masts break down, anyway?
