how do I report a cold caller with no telephone preference service for mobiles?

I'm not sure I understand the question.
You can register a mobile number with TPS if you wish to but this is unlikely to stop any calls coming from overseas.
Easiest way is to just block the numbers on your phone.

If a number is showing on the screen then block it. Most phones have that option these days, if not there is most certainly an app which will let you do this.
