o2 Phone number suddenly dead, and just realised o2 support services are lacking

I'm on pay monthly and using o2 travel.I understand there is now no daily data limit but subject to fair usage. Does the data used come out if your UK monthly allowance? And could I turn my phone into a hotspot to tether my iPad to whilst you abroad?...
