Sim plan not unlinked from device plan after 24 months

I took out a 48 month contract for iPad Pro 11 + sim data plan, currently on month 26/48… since I’m not using the data at all I decided I want to cancel the sim plan and continue paying for my device plan but here’s the problem, it seems like the sim and device plan are still not unlinked, I tried cancelling sim only plan through My o2 > thinking of leaving > but soon as I do that I receive a txt that I need to pay £540 early termination fee, meaning the sim plan is not unlinked and that’s the cost of the device I still got to pay. I spoke to CS though the app and they told me the sim plan is unlinked but when I told them I’d like to cancel only the sim plan, they proceeded with my request I received same txt msg saying I need to pay £540 so I told them I don’t want to cancel the device plan only the sim plan, they said they’ll check the account and few minutes later informed me that they can’t do it because they can’t get rid of early termination fee so I should call them instead, I mean I think this is just a tactic they are using so it’s difficult to cancel. I’ll definitely log a complaint with o2 and also financial ombudsman because they should not prevent people from cancelling…
