Please help! Simple tariff change

I am trying to change my daughters phone from simplicity to the big bundle £10 tariff. I can't do it online as it says 02 is busy right now. I tried sending the text '10BUNDLE' TO 21300 but it didn't send. I tried phoning this morning, a guy told me the system was updating, he couldn't do anything and I was to call back about 1pm. I have phoned again only to be told they need a security number from the sim???? I told her it was in the phone and she said she would call back in 10 mins. That was over an hour ago.
Seriously, how hard is it just to change a tariff?
I have a £10 top up voucher waiting to be put in the phone, I just need the right tariff so my daughter can have the best for her money.

I finally got it sorted, 7 hours and 15 minutes later. I phoned the 2202 back and said to the automated voice to put me through to complaints. Within a minute, the girl had topped me up AND changed my tariff. Literally under a minute! Why couldn't they just to that to begin with???
