Annoying little bugbear of mine (and have been discussing this with Marjo) so it would be interesting to ask the regulars...
@MI5 is exempt 
Every time we went up a rank we were informed via an auto generated PM and email.
Since Mercedes left I have never had any notification that I have moved up a rank. I only know if I notice a change on my avatar.
I know @Glory1 is the same. She is never informed nowadays.
So who else is left out...and who gets a PM informing them of change of rank?

Yes but you have gone up a couple of ranks @jonsie since Mercedes left. I mentioned this to you (I notice these things )
I used to get two emails when Mercedes was here. Since she left I get nothing at all
I know @Marjo says some of the new members are getting them. This is why I am primarily asking the regulars.

Cheers @Cleoriff the more info the better, indeed if anyone else has ranked up recently but not received the rank-up PM, we'll update the case we've raised about this to let the tech guys know!

Yes they were. One would say you had gone up a rank and you hadn't. (it would show your existing rank) The second one (on the same day) would show your new rank.
