I recently bought a brand new sealed iPhone 7 Plus on eBay, seller advertised it as unlocked, but I found out it's locked by network when I plug my 3 sim card, I've spoken to seller, seller said the iPhone is O2 upgrade and he didn't know it's locked by O2, he also told me he's contacted to O2 and O2 will unlock iPhone within 72 hours, The iPhone has never been activated as I don't have O2 sim card, my question is if O2 can unlock this iPhone even it hasn't been activated?

O2 aren't unlocking the 7+ yet but when they do you will need an o2 sim anyway

If you want an unlocked phone now I suggest you send it back and buy an unlocked one.

O2 are unlocking now providing the device plan (if applicable) has been paid in full.

You will need an O2 SIM card however the phone will need to be activated on the O2 network

if the seller paid off the device plan,  does the iPhone require seller's O2 sim card at first or any other sim card?
