iphone4 unlocked by O2 saying restricted network

I gave my iphone4 to my son and requested it to be unlocked by O2. I followed the instructions after email saying it was now unlocked & connect to itunes with Vodafone sim card. I did this, it was successful and accepted the sim card, but the phone just says No Service. I tried manually changing the carrier to Vodafone but the message says  “restricted network – your selected mobile network is restricted. You can choose a different network in Settings”. Please help!

To add...if O2 assure you the phone IS unlocked, then you will probably need to contact Vodafone customer services as its their sim that isn't working in the phone....

Try a different sim from either Three or EE as the voda sim could be faulty (I assume the sim card is active) ?

The sim card is working, it has all the Vodafone details on the phone & my son's settings etc, it's just the No Service problem. My son's on contract with Vodafone (he actually lost his iphone6 & forgot to change his insurance - yes he's an idiot) so he's still going to be paying £50 per month. They sent him a new sim card that should work on the iphone4. I'll tell him to contact Vodafone again.

Voda will have put a block on the account to prevent unauthorised use.
You will need to contact Voda CS to have the block lifted.

Would the new SIM be blocked @MI5 ? Genuine Question.

My guess is as you said the Voda SIM is faulty or not activated
