All iPhones are designed to do that when the screen is locked.

Hello and welcome to the community.

I presume you have an iPhone?

You should only have one on at a time - either wifi or mobile data - otherwise your phone will switch to mobile data when it is downloading updates and your data allowance will be used up quickly.

I personally opt to turn off 'Mobile Data' in my settings to keep my iPhone 6 Plus on Wifi. 

 

Settings -> Mobile/Cellular -> Mobile Data = Toggle off. 

 

Just ts remember to turn back on when out of wifi range.
