Hi and welcome.
Tethering is an option as long as you go down the official route. {contract customers only}
Contact 02 to see what your option are.
But using your iphone data allowance to tether onto a laptop wont last long !
Ref to dongles its down to what network is strongest where you reside.
A lot of people tend to use 3 network dongles.
Again their not ideal for extended surfing/streaming but ok for looking at basic internet pages and reading e mails etc.

I use a Three mifi (E586 currently) for when I'm away and the O2 signal is only 2G. The speeds are actually faster than the O2BB at my OH's and you can get a prepaid SIM which gives 3GB and lasts for 3 months. (Check out Steve Litchfield's site). Once one is used up it's cheaper to throw away and get another.
If your O2 signal is good there's also the 'O2 Pocket Hotspot' (http://www.o2.co.uk/broadband/mobile-broadband/o2-pocket-hotspot) but I've not used one of those. I have used an unlocked Three E585 MiFi with an O2 SIM rom a E169 Dongle and once the APN settings are changed that worked fine.
The advantage of a MiFi or Pocket Hotspot is that you can connect several devices at once - typically at least 5.
