Unlocking replacement handset

Hey all, first post and hope you can help me?
I recently upgraded to an iPhone X bit opted to keep my old phone (iPhone 7 Plus)and sell it privately once I had gotten it repaired through my insurance.
I have now received a replacement handset through Nationwide insurance but 02 will not unlock it as they say it is not an 02 handset, can anyone advise me on how to solve this issue?

Check if the phone is actually locked by inserting a non o2 sim in it.
