Is there any way to temporarily restrict the hours an iPhone 7 is used? Ideally I want to block usuage on my sons phone from 11pm to 7am every night for the next few weeks. Is this at all possible?

There are parental control apps available that you can set time limits with but nothing that o2 can apply from the network side.
Have a look at some apps on App Store https://itunes.apple.com/us/app/parental-control-kid-tracker/id954029412?mt=8

There speaks the voice of reason and the simplest solution although if it's because he will be unmonitored then another route is needed

It is a good suggestion, though as we have no idea why @Emmmmm want to 'restrict usage between the hours of 11pm-7pm for a few weeks' it's all guesswork really.
Not that we actually need to know but #justsaying

Yes exactly that - A levels. He stays at school so I don't have access to the phone otherwise I would have done the obvious and taken it away
