One final thing to try is to restore the iPhone.

Via iTunes or from the iPhone itself.

I always use iTunes as a preference.

And or seek assistance at an Apple Genius Bar.

You can delete the pictures in photo stream.

I do this every month or you can just turn it off.

iCloud does give 5gb free storage or you can buy more although photostream does not take up space.

How much storage space is left on the iPhone.

Settings ~ Usage

Delete unused apps / pics / video / old calendar entries and reminders / music etc

Tell your friend to reset the iPhone by holding the sleep/wake button and home button until the apple logo appears and let go of both.

It's no problem.

So plenty of storage left then.

Tell him to

A. Reset the iPhone as I described above.

B, press the home button twice to show the camera in the multitasking tray and shut it down.

Try Settings ~ General ~ Reset ~ Reset All Settings.

To add iCloud is not the issue I believe. That software is useful for saving back ups. Using findmyiphone and saving content.

They could try logging out of iCloud and then log back in.
