He keeps getting the message photo stream limit reached you can upload again tomorrow
Well for starters he doesn't even need photo stream didnt no it was on but now his phone Won't save pic at all has enough phone memory just keeps getting this message has had it for 3 days I told him to turn photo steam off which he did but hasn't help at all I told him maybe to delete iCloud account as he doesn't use it would that help? Any advice would be great

Via iTunes or from the iPhone itself.
I always use iTunes as a preference.

I do this every month or you can just turn it off.
iCloud does give 5gb free storage or you can buy more although photostream does not take up space.

Settings ~ Usage
Delete unused apps / pics / video / old calendar entries and reminders / music etc
Tell your friend to reset the iPhone by holding the sleep/wake button and home button until the apple logo appears and let go of both.

Tell him to
A. Reset the iPhone as I described above.
B, press the home button twice to show the camera in the multitasking tray and shut it down.
Try Settings ~ General ~ Reset ~ Reset All Settings.

They could try logging out of iCloud and then log back in.
