Unfortunately what seems a good deal at the time is always expensive further down the line as networks compete with differing tariffs. I agree it's expensive but you can't downgrade the tariff or pay less.
If you are on a Refresh deal, then perhaps your best option would be to pay off the handset and then you can end the airtime to take out a much better value sim only contract.
Any open code for the NHS needed to be applied within the first month of the contract as far as I'm aware.
