Hi, I bought a second hand phone but the phone is locked to o2 by the previous owner. The previous owner is nowhere to found currently. So is there anyway to do this without the previous owner

You don't at all - you just need your own PAYG sim with at least £15 credit on it after you've made a few phone calls and waited a couple of days.

This instruction required me to have the previous owner o2 account which I don't have. Is there any other way?

Get a P&G sim, put £20 credit on

 make a couple of calls and then fill in the form. Simple!

I'm not in uk currently. If put £20 and use it for roaming until £15, will it work ?

Unfortunately not as the calls will only register as a roaming network. You need to be in the UK.
