Go into network settings and change the APN to mobile.o2.co.uk
or
Text ACTIVE to 2020 and save the settings. Reboot the phone
You aren't using data because your APN and maybe data bolt on is incorrect
If you still have problems call customer service

Go to settings >Mobile or cellular data and scroll down.
You will see a list of all your apps with a switch next to them.
Ensure all the switches are green against the apps you want to use when not connected to wifi.

@Kate5 It's difficult to check your settings without seeing the phone, so I'd suggest you pop into any O2 shop where they will take a look for you and I'm sure sort it out very quickly.
