Can't set up my personal hotspot

Hi guys, I can't set up my personal hotspot after I get a new contract with O2.

When I click on the button "Set Up Personal Hotspot", it says "to enable Personal Hotspot on this account, visit http://www.o2.co.uk/iphonehelp/modem".

I visited the website and can't figure it out. If anyone know how to solve this problem please leave a message. Thank you very much!

You may need to call o2 on 202 to have your account set and to ensure your on an iPhone tariff.

This service is only open to pay monthly customers.

BTW, my iphone 4s has updated to the newest ios version IOS7.0.4, and my itunes as well.
