Advice on unlock request form

Hello, I have recently tried twice to unlock an iPhone 5S using the online request form. On both occasions, the reply I receive says the mobile number is not associated with the IMEI but both the number and the IMEI are 100% correct and have been checked before submitting the information. Does the SIM card associated with the number have to be in the phone at the time the unlock is requested? I am using a Giffgaff sim at the moment so the 02 sim has not been used while requesting the unlock.

Is there something that I'm doing wrong? The details I've entered are definitely correct, it's just the sim is not in the phone at the time of the requested unlock. Can someone advise me further please? Thanks!

Tried a couple of calls to a home phone and a mobile (both connected) but the request reply is the same. It still says the number is not associated with the IMEI. Any further advice? Should I wait for a while with the sim in the phone (I have it in now and will leave it in).

Yes I would try it again tomorrow and it should have latched on by then did you actually leave it connected for a minute or two

It will take 24 hours for O2's system to update with your new details.
Wait till tomorrow evening or else you will get rejected for making too many requests.....
