grey and blue Wi-Fi and network signal bars on nexus 4

Hi folks my name is Will. When I am out about I sometimes get grey Wi-Fi or/ both mobile network signal bars. I was just woundering what it means.

I would imagine the grey wifi means that the wifi is not connected
