I'm not familiar with how voice commands work on android phones, on an iPhone though a data connection is required so using it will use a small amount of your mobile data or will cost you if you don't have a data bolt on (although you would have to be mad to own a smartphone and not have a data allowance of some kind)
It may well be the same for voice commands on a samsung

Again, email would use mobile data unless you are connected to a wifi network. If your tariff includes a data allowance which it is highly likely to any emails you send or receive will come out of this allowance. If you use up the allowance you will need to buy a new one or wait for your next billing cycle to reset your allowance.
