MMS settings for Samsung Galaxy S4 on O2 PAYG

I am trying to set my wife's Samsung Galaxy S4 up to send MMS. It can receive MMS fine, but every time I try to send an image I get an error saying "Error network problem".
I've tried texting ACTIVE to 2020 and installed those settings, but to no avail.
Why can I receive but not send?
She has enough credit, so it's not that.

Yes, I did have Mobile Data turned on however I turned it off and back on and then selected another picture and it worked!
Thanks for the tip.
I'm not sure if there's a strict limit on the size of images you can send over MMS nowadays. I was trying a photo I took the other day and they failed, then one I took in 2010 (likely much smaller in size) worked.

You can set a size for mms in message settings and the phone should resize them automatically.

Thanks, the menus aren't exactly the same on Lollipop it would seem but I could find the AP settings. Nothing mentioned about file size though. I may need to phone O2 again 😞
