My S3 mini wont charge with a in-car charger unlees the phone is turned off. Is this maybe a design fault?

Not so much a fault with the phone as with the charger. Most in car chargers cannot deliver enough power when the phone is on. The charger needs to at least a 1amp REGULATED supply.... Most cheapo charges are unregulated and drop to about 0.3amps when power is drawn from them.
