Well other countries are still getting the software like chile,Brazil and Poland, bulargia, Greece, Italy, Portugal have got there update on 23rd November, can't we use there firmware and change the language n so on to be installed on our phones?

Yes if your phone is unlocked you can put on whichever version you want.
Just be wary of KNOX.

It's a software update. Would your world come crashing down if you didn't have the update for a few more weeks? If so, go ahead and get the update from another country, but don't come back here whining because you can't figure out what Сеттингс or Σεττινγσ means.

I just had this conversation with an o2 guru on there chat. Is this verified that o2 100% have this out for the s4?
