You may have the wrong data tariff on your account or the wrong apn on phone.
Check apn details here https://www.teamknowhow.com/discover/discover/o2-apn-settings#Android%20APN%20settings%20for%20O2 and call customer service to check your tariff http://www.o2.co.uk/contactus
I have no affiliation whatsoever with O2 or any subsidiary companies. Comments posted are entirely of my own opinion. This is not Customer Service so we are unable to help with account specific issues.

Currently using:
Pixel 7a (O2 & Lyca), One Plus 6 (Sfr), iPhone 12 Pro Max (Vodafone)

@Jadie90 It's possible that you're just not in a 4G area, or the signal isn't strong. You can check here: http://status.o2.co.uk/

Try texting ACTIVE to 2020 but as suggested it's probably a data bolt on problem.

Texting Active to 2020 did nothing for me, tried twice. The APN will be incorrect, I had a Pixel 2 XL for a while and it showed 4G but with a small ! next to it. Follow the link MI5 posted and enter manually, that's what I did and it worked.
