Do you have a 4G contract which you will need as well?
We wouldn't know the roll out dates and I doubt the shop would either.
You can check the coverage as it rolls out here:

O2 plans to have coverage in 13 cities by the end of the year - London, Birmingham, Bradford, Coventry, Edinburgh, Glasgow, Leeds, Leicester, Liverpool, Manchester, Newcastle, Nottingham and Sheffield.

I think Tesco are now supplying 4G sims

When can I get 4G on Tesco Mobile?
Our network partner O2 has successfully secured the spectrum needed to create a leading nationwide 4G network in the UK. We’re working with them closely on a plan to launch 4G later this year with an exciting offering that delivers on our customers' needs.

They seem to have one but no 4G contract.
I doubt it will arrive in Southend before next year either.

http://www.o2.co.uk/coveragechecker outdoor 4g southend if in the thames estuary
The claim about london is misleading loads of towns outside the m25 coridor are live now according to the checker.
If o2 used the same method of decribing in towns and cities then it was more than 3 at launch yesterday

The London coverage certainly extends beyond the M25 as I was getting 4G up in St Albans last night, though South London was poor for the most part, but that could have been due to network congestion on reflection.
