how do I change the settings so it possible to call premium numbers?

You need to remove any spend cap or premium rate restrictions from your account,

This is not age related as they are separate account restrictions.

If you message O2 on Facebook (https://o2uk.co/O2CFB) , Twitter (https://o2uk.co/O2CTW) or Instagram (https://o2uk.co/O2CIG) , they should be able to help you with this
