You may be better off asking this question of Google, @Bob___ -

https://support.apple.com/en-gb/guide/icloud/mm122d3ef202/icloud

It relies on you knowing your iCloud credential. If your old phone won't start, can you move the SIM card from your old phone into the new phone?

Good luck.

You'll need your recovery key. If you don't have it you'll need to create a new Apple ID and a restore from your old iCloud won't be possible.

If you can't access any of your trusted devices, you can still access your account using your password and Recovery Key, or with your password and SMS-capable phone number.

  1. Go to appleid.apple.com, click Sign In, and enter your Apple ID and password.

  2. On the Verify your Identity screen, select "Can't access your trusted devices?".

  3. In the pop-up window, enter your Recovery Key.

  4. Go to the Devices section and remove the device you no longer wish to use to verify your identity.
