You can find what is needed for Turkey, as it is not one of the countries covered in the O2 EU Roaming deal:
https://www.o2.co.uk/international/using-your-phone-abroad - and if Contract, there are 2 options open to you, otherwise, also as a PAYG customer, you will pay standard rates (not included in your tariff or bundle).
As for Italy - do follow advice given above for why a phone that roamed in Greece and Spain did not roam in Italy (I suspect the phone you have may not have been able to find a strong 4G or 5G signal, and with Italy closing down its 3G networks, that is not making things easy for older handsets or PAYG tariffs from O2).
If you are saying you did not receive the standard O2 Roaming "Welcome to..." in Italy or Turkey, it sometimes does not arrive for an hour or more (I see this happening in Ireland too, the "Welcome to Ireland" message only arrives after an hour).
