New Phone - unable to make calls.

I received my new phone yesterday. I am unable to make or recieve calls. I am able to message but no phone calls. Can someone help please?

@gmarkj  I took the sim out of my old iPhone 8 and put it in the XR. I'm just worried now that the phone is broken or I have failed to maybe activate something on the phone to enable phone calls both making and receiving ?

If you are using the old sim in the new phone and haven't asked for the number to move it is worrying @Sophie912.
Does the old sim still work in the old phone?
Might be worth trying to turn the new phone off and on again - the network outage earlier might be interfering with you getting the new phone working.
