Do O2 put captive portals on SIM cards?

I use a SIM card to hotspot through a 5G router, my new router has a captive portal but this doesn't seem to be coming from the router itself and I suspect it is set by O2.

Is this something they do, and if so, how do I turn it off?

If it directs to O2 it's possible.

Maybe required for authentication, apn settings or something else account related.

Difficult to tell without more info.
