I am  disabled I cannot make or receive calls- what is the problem- is it something I have to resolve?

Hi pay £110 a month for 2 contact phones I need my phone to stay intouch with my daughter and work as I am a foster carer but at this moment in time I am unable to make or receive calls why is this please?
