Been doing some speed tests on o2 payg 4g and tested it against giff gaff 4g tested same type phones one o2 other on giff gaff with full signal on both and at different o2 cell sites
Here is what i found 02 payg is always a min of 4x faster data speeds than giff gaff so if i get 12mb on giff gaff i will get around 48mb on o2 payg

http://www.speedtest.net/ on two samsung s7 phones highest speed i have had is about 64mb but that was on a very rural site

If I remember rightly it's because o2 is the Main network so they'll get priority speeds & as giffgaff is an mvno they get 2nd best

Correct i can confirm priority would be
1. mtpas (Government, police, army, vip)
2. o2 Business
3. o2 contract
4. o2 payg & tesco mobile (half owned by o2)
5. Other Mvno ( Dependant on how much data they have paid for)

No the priority would be for whoever is on the main o2 network not dependent on the class of the customer

O2 along with every other network have the ability to restrict parts of the networks from small area to whole towns and city's to the whole country if need be for mtpas sim cards this is the law for mtpas users

Also i know and have tested in the past o2 business sims get a better speed on data due to the better priority than consumer contract sims, Then o2 payg will get the same speeds as tesco mobile as they are on the same network priority ratings ,
Then all other o2 mvnos buy a big package of data of o2 and when they get to a set level the retail customer gets restricted via traffic shaping messuares
