I am unable to call abroad . The message comes vup on screen "I cant make outgoing calls while call barring is on".

Are you barred due to an unpaid bill?

If so you need to pay your bill before call barring is lifted.

Or if it's simply a handset restriction:
Open phone app.
Go to Menu >Settings and find call barring.
Select the options for incoming, outgoing etc.
You will need your sim pin which by default is 0000

I’m getting a call and they say it’s 02 for an upgrade but not sure the date of when my contact ends is this 02 or a scams ?

Never upgrade from a cold call, it could be a trusted partner claiming to be O2

I would not buy anything from anyone that called me.
I would always ask them to send me the details so I could read it and compare to other offers, and if I decided to do anything I would call them back.
o2 have "trusted partners" who they give customer details to, but agreeing to things with them ends in trouble more often than not...
