I was in a situation the past months where I paid my bills late and my account got restriced due to late payment but now everything is settled and paid. The situation now is that I can't seem to send sms and use my data. Does this mean that O2 haven't lifted the restrictions on my account?

Use the Upgrade, Lost/Stolen, or Fraud option if you have to, to get through. Otherwise you'll just be disconnected. 8 am is the best time to call.
