so i had been in hospital and o2 disconnect my account i phone is explaned what has happened, i made a complaint and it was upheld, setup payment plan and credited back reconnect fee, rany payment management line and guess what complaints dept have reconnect me?

You have set up a payment plan but it is unlikely they will reconnect you until any arrears have been paid. Even in hospital we have to pay I'm afraid.
You need to borrow a phone or use a landline to contact customer service.

Call customer service as advised. Sorry to hear you've been ill but if there is any overdue bills then they have to paid before you regain full cellular access
