Failed credit check for second SIM on O2 locked iPhone, but need another number for work. Options?

SIM card hasn’t arrived

I switched to O2 from another operator. They said they would send a sim card. They sent the invoice before the sim card arrived and want me to pay. They make you pay the bill before you can even use it. Everyone be careful
