I joined o2 with a new contract. My phone and simcard will be delivered to me tomorrow. But my online account shows my bill started on Saturday 27 Oct 2012. What does that mean?

Can I make a phone call without a mobile phone and simcard?

They tend to start the ball rolling as soon as you sign up. You shouldn't be charged for the 3 days however if you are ask them to credit it to your account:)
