I convinced my girlfriend to join O2 recently, she signed her contract on Sunday and received a message yesterday advising she will be debited the phone bill and phone plan today. Is this correct because the person in the O2 store advised she was only going to billed 14 days after joining?

1st bill is produced a few days after joining and payment is then due 14 days later the first bill will be those few days plus 1 whole month.

Yes, perfectly normal and nothing to worry about.
As mentioned the first bill is always slightly higher due to paying a few days upto the normal billing date.
Many people question this so I guess it needs explaining better at point of sale to prevent these issues ?
