Can I use my O2 tariff in Europe to ring mobiles and landlines and also mobile is registered in other countries e.g. Ireland

Yes you can use your tariff as if you were at home. See here

@Fuentes You should be able to use your allowances as normal in the EU

Yes, you can call any EU country from your allowances when you are actually romaing yourself, but not when in the UK.
