If you are on a standard 24m contract, usually after 12m you can migrate to business on the basis you still serve the remainder of your contract term with business on the most similar tariff they can find. If you are on O2 refresh, you need to clear your phone plan. If you're not halfway through contract, no you can't do it. If you're out of contract, you can do it either by setting up a new business named account and filling the T.O.O form out on O2s website. Or by calling customer services and they fill a form for you as long as it won't be in a company name. If company name, you have to flll the form yourself.

From what I understand you can't transfer to a business account. You would have to close and pay up your monthly account and then take out another business contract.
