Looks like its the full 17.3% as its 13.4% RPI + 3.9%
This is as per you T&C's i am afraid as its always RPI+3.9%

Considering the profits O2 and Telefonica have made each Qtr of 2022 it is disappointing that they are raising the tariffs by the full amount they are able to.
Just because you "can" doesn't mean you "should"
