I have always believed that a credit rating number or percentage is not a true representation of credit worthiness.
Companies will look for different things depending on the transaction being applied for.
For instance if you have made a number of applications for credit prior to applying for a phone contract, but have a good "rating", there is a good chance you will be refused.
O2 staff have said in the past that O2 take every application separately and do not look at a "rating".
I would definitely put yourself on the Electoral Roll.

I can't register for Noddle, because they need addresses going back 5 years. 3 years ago I moved house about 3 streets away from where I was before. This was because my street was getting demolished as a result of the houses being unsafe.
So now, the address I used to live at no longer exists according to royal mail, or any other online address checker. Including Noddle's.

I'm not actually looking to apply for any credit. I was just curious as to how it rated me, and I was pleasantly surprised.
I can't go on the electoral roll. I'm not a UK citizen. I've been resident here for a long time, but I'm not allowed to vote.
