Even though I put in a £10 spend cap to stop the roaming surcharges, O2 just hit me with a £42 roaming surcharge

If it was a charge for O2 travel iit is excluded from what a spend cap covers Guide: Spend caps on O2

If not, If you message O2 on Facebook (https://o2uk.co/O2CFB) , Twitter (https://o2uk.co/O2CTW) or Instagram (https://o2uk.co/O2CIG) , they should be able to help you with this.
