Hi
Within 1 week of joining O2, I placed a request to move to EE netwrok. O2 gave me theri PAC number also and now I am on my EE netwrok. Still O2 charged me monthly bill. I was told by O2 support person that if you ask fro PAC number and do not use it within a month, then monthly charge will be used but I used it within a week.

You still have to pay for any use before you moved to EE.
